I remember the antagonist as being like a commander or general of some type. Possibly set in not-so-distance future. my best giveaway: he stabs with his finger! the hero carries bullet wound-looking scars on his chest from this, and he's acompanied by a little girl most of the movie. the hero and the aforementioned villain may be brothers or twins possibly, the hero having long hair and emulating the outsider, castaway type. Villain clean cut and, well thats all I remember!

Sounds like fist of the north star but I think that was only animated.
