I thought the word "kidnapping" means stealing by criminals, not by government agencies, can we use it relating to Rabbit Proof Fence for real?

It's your site so your call. I chose Rabbit Proof fence as I consider what the govt did as kidnapping. Just watch the scene and you will see it definitely resembles a kidnapping. The agent literally rips the girls from their mothers' arms amid kicking and screaming by all involved. Also we now consider what they did as bad and it was horrible policy. Australians now refer to those people taken as the Stolen Generation.

At the end of "Pan's Labyrinth", Ofelia takes her baby step brother--but I guess that would be boy kidnapping.

In a sense, Ginny was kidnapped via mind control in "Harry Potter and the Chamber of Secrets".

Also, let's not forget "Man on Fire"http://www.rarefilmfinder.com/showfilm.php?id=1204 starring Dakota Fanning.

No problem. I'm not the biggest fan of the movie, but I remember in the book the girls were supposed to range in age from 7 to 15, although all the girls looked older on film. ;) (A few looked like they could be mid to upper teens.)
