This short film seems to be expressing the view that children are easily corrupted by the negative images they see on TV. As such, it is making a similar point to Salvatore Samperi's "Cuore Di Mamma" (http://www.rarefilmfinder.com/showfilm.php?id=204)
If you watch the little girl's body language and facial expressions she gradually changes from innocence to corruption. Her final stare into the blank screen raises the question of how much of the negative influence will be permanent.
Red is the colour that symbolizes violence. It also symbolizes prostitution (as in "red light").
In the real world children are also exposed to positive values - love, friendship, compassion, joy, freedom. One of these is freedom of expression. How disturbing that one member finds this film blocked in his/her country.
